Even with all video games, fiction, and real world archeology, the biggest tech advancement has been metal working. It was a huge step up, even if it was just copper at first then bronze then iron, etc. So, to me, "primitive" = "stone age" technologies.
Thus, the highest tech should be nets, boats, lamps, bows, ceramic, and poisons.
