In the city of Plattsburgh which is roughly fifteen to twenty minutes away from danamora ,where the prison is located, the feeling of people's eyes on you as you walk down the street was all too tangible. Although many people wouldn't expect a fugitive to hold up in a city that does not necessarily mean that the city will turn a blind eye to itself.
One factor isolated to this specific escape and chase was the sheer numbers of law officials congregating around the area. All those people have to stay close to the area of interest, so they can respond to any leads. What happened in Plattsburgh is that the housed all the pigs at the plattsburgh state college dorms. If you have been to Plattsburgh and seen the state college then you will see that it is the dominating faction of most of the city. From that location the police embarking on expeditions toward the forest in question must pass through a large area of the city. I also suspect that many officers who were housed in the college would just cruise around the city when they had down time.
Another thing you would have to keep in mind is how an event like an escape would cause fear among people. This fear causes them to take on a state of hyper-observation and suspicion.
