The background radiation level is certainly higher than average, but a long term visit (years) would do nothing more than slightly increase your risk of developing cancer. The only area that could possibly give you a lethal dose of radiation would be the reactor proper, inside the CNPP. And that is encased in a steel sarcophagus which is currently being replaced with an even bigger sarcophagus.

http://wikitravel.org/en/ChernobylApparently you just need to arrange for a day pass through a tour company. The total amount of radiation you are exposed to during a tour is actually less than that you would receive from a 6-hour flight.
And it wouldn't surprise me at all if sneaking into the Zone without a pass is easy.
