otherwise sure you might nail a bluefish, but more often then not you are going to attract baitfish. 5-7 inch plugs are going to be your best bet, also poppers.
You might want a nice steel leader, or a large mono/flouro leader. bluefish have teeth and are notorious for biting lines.
What fish do you have in your area that are bigger than sardines? and smaller than bluefish? That is the fish you want to mimick, in my area it's mackerel that we mimic, or herring.

I also can't stress enough, bucktails are brutal and will slay bluefish; also large plugs and poppers [not really top water lures but large balsa poppers]
