You have to ford north fork patterson creek after parking though to access it. I'm pretty sure the trail is no longer there but the nature preserve guy said that accessing the north cliff from the east (there's four sides of cliffs to access) involves the least scrambling.
You can also get off 48 before Davis but after Moorefield via 28 south and there's a TON of hikes right off 28 or nearby as well as on 33 west you can access the upstream trailhead (condon run) for the otter creek wilderness.
There's a potential secret waterfall I've been trying to find on the old logging road that runs aside big run (tributary of north fork south branch potomac river, NOT gandy creek) right off of 28 that is marked on the topo map but I can find no info about.
