I mainly based my list off of how much of the landmass of the state is within 2 hours' driving distance of good /out/ within their state, with some other factors like regulations, variety of nature scenes, and year-round weather as well.

I'm from PA, being stuck in a place in the corners of these states with nothing valuable like Philly, Memphis, or frankly a fair amount of NC does bring down how good other parts of the states are
