At such a low price, you can expect your knife to be "bad". Bad meaning, it won't be as good as other knives, but then, it's not really terrible either; the edge (figuratively) expensive, high quality knives get over cheap, low quality knives is, in fact, very small, and you won't see the difference as you begin, and you seem to be on a budget.
But then even at a very low price, you can get an actually good knife that one day, you'll be glad you bought. My own advice which no one would disagree with would be to start with a Mora knife, pic related. They are cheap, of good quality and very durable, and they're overall the most used knife by people on /out/.
There are several with prices ranging from $10 to $16, and they're all great knives.
You'll get into knives specifics and buy a better knife once you've learned more about their uses and your own personal needs. Not everyone has the same, so don't let anyone tell you what you need, you'll learn it on your own.
