Many cities in Asia do this thing where they put a thick layer of rock to discourage digging because it impairs the structural quality of buildings.
I know that if you get up on a hill and dig a large hole and then put logs over it and cover it with dirt, rocks and grass you could in theory build a hovel.

Of coarse I would avoid building near largely populated areas because people wil; ruin it, think of it like a snow castle, hide it from other people because they could destroy it.
