I personally use berkley trilene, a spool of #20, #14 or #15, #10,#6, and #4 will set you back about $35 bucks and tie hundreds of leaders for everything from bog streamers to all but the smallest nymphs and dries. A spool of 6x tippet will let you use the #18-#26 floes comfortably. Buy some strike indicators, a small assortment of split shot, and some gink, too. $400 is plenty to get yourself all set up.
