Ebay wasn't a bad way to go and my math says I'm making #3 and #4 jig spinners at about $0.50 USD each but you can easily cut it down to $0.25 by going through dedicated lure parts suppliers. The downside is you'll often be buying in bulk and end up with more than one person would ever need even if they ran their own guide service.
Off the top of my head Jann's Netcraft and Lure Parts Online are two of the bigger sellers of components.
BarbsTackle.com caters to Walleye anglers but if you want some truly unique colorado blades they're the place to go if you don't mind paying $1.50 per blade. They also sell beads, weights, and even pre-rigged crawler harnesses. Really nice stuff but I've never gone bottom-bouncing for walleye and couldn't justify the price for the blades myself.
