When I was in the army, we did the tarp+ bag+ bivi + ground mat as a shelter, and carried it with us all damn day. It works when you're fucking about in the woods with a rucksack on all day, but I can see it getting irritating in daily city life.
Anyway, if you have the cash, I suggest a Siltarp for shelter, some compressible Snugpack sleeping bag, and whatever bivi bag and sleep mat you can get. Milsurp would work alright for the last two.
Honestly, though I wouldn't suggest perma-camping near or in a city. Too many people are going to be wandering around at night, and a camp, no matter how low profile, is likely to get noticed. Which means you get hassled by cops or molested by garbage people.
