To be fair it was done to preserve farmland for agricultural autarky more than anything else but who cares the end result is the same: dense cities and lots of empty /out/ space.
Nowadays though the liberal, democratic, homosexual Spain is slowly undoing this, where most new neighborhoods comprise detached or semi-detached houses. So take that as you will.
