It seems you only like the constitution and the law when it works in your favour. You don't pay your landlord a "tax" when you sign a lease with them. Calling his payments a tax is just asinine. Every law that has been brought to question in this case has been confirmed constitutional.

The solar plant is also defunct and was never built. Even if your claims were factually correct (which they're not) there is an old saying about killing two birds with one stone. The green area would have fulfilled the legal requirement (well actually since it's nowhere near the solar plant it wouldn't) and protected an endangered species at the same time.
