If you're not doing your own work on it, get a brand that you've got a dealer/shop locally that can service it and not rape you on parts/labor. Shit's gonna break.
Also factor in the cost of gear/equipment - helmet, boots, armor, gloves, etc. Buy that out of your budget first, then use what's left for the bike. Probably need a ramp too.
Should be able to get something decent for $1k though.
It's not going to be new or pretty, but decent $1k bikes are out there.
