i would recomment getting yourself some decent-tier light nylon ski pants. they're made boot cut and have zippers to zip them down around your boots, and they hang quite low as to cover the top of your boots with plenty of lenth of material.... down to your instep or so.
in other words, they do exactly what gaiters do except they're also good winter wear for your whole bottom half, providing water resistances, wind breakery, and thermal instulatus.
tl;dr: one bird one stone < two or more birds with one stone
