If you slip on a rock, lose your footing while climbing or while crossing a stream you are going to eat shit hard. You want your COG(centre of gravity) as low as possible for stability. You never see alpinists or mountaineers with heavy shit on top of their packs for this reason. You are correct in placing heaviest things as close to your back as possible though.
If you are unbalanced and find yourself leaning forwards, try getting a bumbag (for burgers: a "fanny pack") and attaching your bottle, knife, heaviest dense gear etc to it to counterbalance, which will lower your COG, load more weight onto the hips (and less on your lumbar and shoulders) and improve your posture when walking too, and give you very handy access to snacks, compass and maps, water and gloves etc meaning less stopping, and a separate bag for summitting, ditching the main pack while still keeping your camera and essentials handy.
Or attach bottles etc to the front straps of the pack, or pouches, like the Aarn pack.
