Well, that landlord situation sucks - if they don't let you plant stuff in the ground (where peppers, especially bell, belong), can you at least move your pots there?
Mine have been in the ground since late March because I was too lazy to repot from the same starter 6 trays you have into intermediate bigger pots, which probably slowed them a little (last frost was on March 22 though so they didn't get any of that), but have been flowering for a while.
Most of the ones in pic related are my February starts, but on the left row the small ones are late March starts from seeds a friend brought from Hungary
Anyway hot peppers work well potted, but for bell peppers you probably need one of those giant 100 litre pots or else the fruits will become small, even if fertilised well
