In the service, I could fit sleeping gear good enough for wet and freezing temps in a 33L assault pack (sleeping mat strapped on the outside), even while keeping things in their compression bags (for extra waterproofing).
Are you sure its a 70L?
External frame packs are neat, but I think what you are talking about is a carrying frame or pack frame like picrel. Those have no packs or bags or compartments or anything, just a frame to strap things onto, whether that's firewood or sleeping kit or whatever.
