The Japanese government has been trying to encourage more people to get into hunting to control the deer population, but outside of gun otaku who collect airsoft, most Japs are averse to gun ownership, especially with all the hoops you have to jump through to own one in Japan. Hunting also isn't a cultural thing in Japan since it's always been heavily regulated from the medieval era onward, and venison isn't a traditional part of Japanese cuisine, so there's mild aversion to that aspect of hunting as well.
I Am A Hero did a really good job of illustrating responsible gun ownership early on in the manga, with the hero going over all the details of how he was able to own a shotgun and sticking to the rules (both safety and legal) in spite of the zombie apocalypse, but then it went off the deep end story-wise and I don't even know what the fuck is going on.
We need a manga/anime specifically about hunting. Maybe have a Japanese college student studying abroad in the US for a couple semesters whose roommate is really into hunting and introduces him to the outdoors, gun safety, hunting techniques, etc. and gets the MC really into it. Then when the MC moves back to Japan, he navigates the legal system to acquire a firearm there and continue hunting. Might get more Japs interested in the outdoors, gun ownership, and hunting the way Yuru Camp inspired a lot of people to try camping in general and off-season (winter) camping in particular.
