Elloit Collman's method is to only ever disturb the top 2 inches of soil so that weed seeds from further down never get pulled up and sprout. So, after a few tillings, all the weed seeds in that 2 inch layer have sprouted and are long gone. The only expensive thing on this are the gears and tiller tines. Everything else looks like tig/mig welded sheetmetal. Which I'm sure can be bent into shape and riveted instead.
