On your original pic it shows the river sort of like a stream surrounded by the river bank. Then it floods.. That river bank away from the water is where you want to pan. The wider the body of water, in most cases, tends not to flow as fast when the flooding starts to slow down. The gold then gets dropped on that rocky bank.
