It grows incredibly quickly and spreads by root, when digging them out even the tiniest nub of broken root will turn into a new plant. The best way to do it is when the ground is dry cut out a chunk 8 inches to a foot or so in diameter with a spade a good 8 inches deep. Pull the whole thing out and knock the soil off into a container like a bucket or wheelbarrow gently so you break as few roots as possible. Discard the plants in a yardwaste bag, do not try to compost. Repeat that process for the whole area, periodically putting the soil back but checking carefully for root bits. It'll still keep coming but that's your best bet. It's one of the most noxious weeds there is.
