I'd use plastic-wood 2x4 for the framing and pressure-treated plywood for the deck, (with stainless screws holding it together) drilling a series of 3/8" holes in the deck to allow water to drain and setting it on concrete footings 8"-12" off the ground.
I'd add another separate 4'x4' mini-deck with "astroturf" covered slats, which simply rests on the ground and acts as a porch and place to wipe the dirt/mud/snow off your boots before entering the tent, which could then be shoved under the main deck for storage.
This would be much cheeper then a camper or cabin (and not subject to building regs and property taxes) while providing a more weather resistant and comfortable set-up.
