Umtatilla National Forest. I was a lookout there a long time ago. Most of Oregon's wolf packs are in NE part of the state.

I remember people coming up to talk about elk they were hunting, and being very secretive to their location. You'd want something that game cams wouldn't work well with, or baiting, and then sensitivity people killing wolves by hippies, farmers who would shoot them on sight, public officials, and the distinction between hunting your hybrid wolf versus the other wolf packs.
Some of the towns in the colder areas have hundreds of people, and can clear out during winter due to entrenchment. You also have people that have hunting lodges in the middle of nowhere.
You could make it the ultimate alpha with a wider range of packs that it roams between.
Oregon is less populated and bigger than Washington state anyways.
I'd only go with leafland if you want to severely limit the protagonists to using dildo launchers and buttplugs as bayonets... Alberta is somewhat based though, but you get more dynamics of opinions in Oregon as most of Oregon is very rural and conservative (besides NW of state)
