Long raincoats don't work for most outdoor activities because they get snagged on things and are heavy. We tend to prefer either keeping your legs uncovered (wear shorts), or using a combination rain jacket and rain pants. Ponchos are also acceptable, but your pants will still get a little wet. If you're walking dogs through the city, I doubt you'll want to be seen in some military surplus camo trench coat.
The best I can think of in regards to a long coat that looks halfway decent is a duster coat, which you can find at Western stores, but this won't be very rain resistant, at least for a sustained downpours. They're designed, as the name implies, to keep dust off your clothing while riding a horse. Perhaps you can find one with a very good oil treatment, though.
