If I'd found it I'd have just left it alone personally since it looks tidy and there isn't trash scattered everywhere, but you also can't let every random bum build their crack shack in the middle of the public park, and a government can't be selective about law enforcement.
It sounds to me like they handled it as well as it could be, no confrontation, left him plenty of time, and he packed his shit and moved somewhere farther from trails like he probably should have done in the first place.
As with all of these sorts of things, the fact that we heard about it at all means he didn't do his job well enough. Here's hoping he did this time.
