I buy snowboarding jackets, usually at the start of the new season when they are selling off the previous years models. You can get a tough, insulating, lightweight jacket with a 15,000 mm+ hydrostatic head and a whole myriad of useful pockets, upside down zips (so they dont slide open) and internal routing systems for mp3 players for well under £100. They also have a jacket-to-pants connection system so if you really wanted to you could buy the pants and more or less turn the thing into a water-proof one-piece affair.
The thing I also like about them is that you can get ones with very basic, pleasing designs/colours and still use them day to day with out looking like some tacticool faggot. The one I have right now covers my entire ass if I want it to, but only just.
