BC has the level mountain range/meszah peak, the Nahlin plateau, and all of the Anahim range (rainbow range, ilgachuz range, and ichaz mountains) that meet all of your arbitrary criteria except north of 66N
Also Whitehorse yukon (100km to the BC) only gets 250mm rain/year, so it's not that special to get very little precipitation in the rain shadow of the coast mountains
