It looks similar to Queen Ann's Lace more than anything. However, if you have them side by side you can see the obvious differences; they also don't bloom at the same time of year.
The reason poison hemlock is so "dangerous" is because people will be looking for the Queen Ann's Lace in order to eat it. When they look they are looking for first year plants that are not flowering because those have the most tender roots (it is wild carrot). During this stage both Queen Ann's Lace and Poison Hemlock can look alike in some respects and people have been poisoned and killed from their mistakes.
The biggest problem is how people see differences. To some people, oddly enough, they look at 10 different white flowers that are vaguely the same and tell you there is no different between them. While other people will look at them and tell you each is distinctly different. This also goes beyond mere familiarity and knowledge of the subject. Therein lies the problem and can be a great leap of logic for some people.
I personally know people that can't solve simple things like this image. I guess they would have died out long ago had they to fend for themselves in the wild and needed to know the difference between one mushroom and another. lol
