Even if you block out moisture completely on the outside, you also gotta deal with your own sweat which accumulates on the inside because the membrane isn't as breathable as advertised. In my experience with the boots, if you end up getting the inside wet via a dunk in a puddle or river, you can forget about being dry for a while. What do you have that does what you're saying?
