If you use a ground wire and a hot wire up there, they will tear up the fencing as they snag it during the climb/jump. Use one-threes strands of wire, at their eye level, around the inside of the pen. They will sniff it and get a shock. From then on they will stay away from the walls. That is also good because they won't dig near the wall either. I'd run all the wires hot since they will always be standing on the ground where they can jump over and because they are not trying to push through, due to the wall in the way, which would allow contact with both ground wires and hot wires.
Electric fences are a physiological barrier for animals. If you tie some ribbon every 1 foot or so, on the fence wire, they will associate that ribbon with the fence. Then you can use that ribbon at the top as well, just not attached to a piece of wire. Also, because the electric fence is only a psychological barrier, any animal that figures out they won't be actually harmed too much by them will still be able to circumvent them easily.

Then you can powder them and vacuum seal them in caning jars with a vacuum sealer and vacuum jar attachment or manual brake bleeder diy'd to use a vacuum jar attachment. They will store 5-10 years depending on a few factors. Like being kept cold, in the dark, and under vacuum to last a long long time. Seal in small jars so you can use most of it at one time instead of a large jar where you need to reseal all the time.
