Because going /out/ requires planning and foresight to keep yourself alive or, at the very least, comfortable. Nogs and such lack this ability as they can't even hardly keep themselves alive with the millions upon millions of gibs they get from the state. So the idea that they would be able to (or want to) try to survive outside where their survival is all on them would be an act of lunacy as they would surely perish.
