Im pretty sure most countries have similar laws.
Example: this number has been lowered in recent years because estate developers bribed politicians and this number is now lower, meaning less light coming in, as a result, we have now new apartment buildings so tight to each other (and darker inside) that you can spit to your neighbors window.
Old commie buildings and buildings from previous century have much more space between them.
