I have a couple questions with images attached. This is only my second year doing this so I'm still figuring things out.

1. Is there a specific type of mulch that is recommended?
2. How often and how much should I be watering my seedlings?
3. (See pic #1) A large portion of the peppers that I planted have yet to come up. I have only lightly watered them, they were under a grow light and were in a warm room. The only thing I can think of is that the seeds were from last year and went bad. I planted these 2ish weeks ago.
4.(See pic #2) These cabbage seedlings and as well as my tomato seedlings seem to have week stems and fall over. I have put them outside the past day of two to try and harden them but I am worried that there is something else going on.
5.(see pics #3-4) These watermelon plants have some yellow discoloration around the leaves. Any idea what it might be?
6.(see pic #5) How should I go about thinning these herbs out?
7. Should I be using liquid fertilizer on these guys or wait until I transplant them?
