You can't rely on "wind" if you don't have any bees or pollinators. Just tap the top of the cluster of flowers a couple times and that is all you need to do. Just shaking the plant or letting wind shake the plant isn't enough; you won't get the best fruit you can.
My credentials are working in this tomato greenhouse for many years. When we didn't have bumblebee hives in the greenhouse we had to run around with a cart that had a big car battery on it and we used a large vibrating stick (made from an old set of barber's clipper coils) to touch every single flower cluster in the entire greenhouse.
If we accidentally skipped a plant the cluster we missed would have tomatoes about half as large as all the rest. I guess it is because all the seeds were pollinated, but don't hold me to that.
