Almost everybody has them up today except for a couple houses (and like I mentioned I think the one house without shutters, the people live in the NE most of the year). If you come to the beach, especially in the summer, you can look at condo buildings when the snowbirds are up north and like half the windows will have the shutters closed.
Some people have impact windows too. I don't think it's cheap to have those put on your house. But even with those windows, I bet some of them put up shutters with Cat 4+ storms if they are going to hit directly.
