Most of the time its just people who are just getting into the outdoors and larping which is fine. Most cheap milsurp is a great way to get /out/ but ofc its worth upgrading for long, steep, and deep activity. Some modern surp is literally patagonia or arcteryx manufacture so thats part of it too.
