Of all the lands human settled in Europe is both very small and very desirable place for human settlement, with its mild climate, fertile plains, abundance of fresh water, short distances, ease of sea access, etc; hence forests (and everything else) have gotta go. Even if you were to somehow significantly reduce Europe's population a great number of people living outside of it would gladly take their place for the said reasons. Realistically the only way one could ever reforest Europe would be by reducing the entire world's population by orders of magnitude but by then the ratio of humans to wilderness would make it so that nature would lose its romantic appeal and go back to being seen as it always has been: a dark and dangerous thing to be tamed, contained, or destroyed whenever possible.
