So, riding singletrack with panniers is pretty sketchy because you can clip them and easily snap the hooks just riding, or if you slide out and put the bike down. So I definitely see the downside of a conventional setup. Although my CX bike is fun on pretty much any trail/gravel road short of bad washboarding or extremely technical rides that tend not to go places. I don't hesitate to ride 'mtb' routes while touring.
If you're actually riding backcountry though, you could well need way more gear, be it camping at altitude, taking a week of food, taking shoes you can tramp in, etc. And if you're going to set up a campsite and actually hang out there, you simply may want to take a camp chair, or a paperback, or a hatchet, fishing gear or any number of non-weight weenie things. A bikepacking setup is an extreme space constraint and everyone i meet who rides one complains about it.
The ethos of bikepacking is gear minimalism but -also- riding to places that are supposedly isolated and worth spending time in.
