NC could be one higher or so. Has crazy variety. Is the only state in the east that has GREAT mtns (has highest peaks and ski slopes in the east) along with great beaches. VA is the only other that comes close. NC also has mad outdoor opportunities that aren't all necessarily included in that map of federal and other lands. And with the SW tip sticking so far over by TN/GA, that whole portion has even a high amount of diversity compared to the NW mountains. It's lit. Also US Natl Whitewater Center in Charlotte. Plus lots of awesome falls/swimming holes/tubing rivers. One thing though is that it's hard to find any decent land to hunt on, especially public. So much decent hunting land is private.
Lastly, Florida should go 7 or 8. Beaches, swamps, springs, watering holes, swimming with manatees, boating between islands, great parks for camping, as well as some serious mountain biking (hard to believe, I know). Plus some of the best dirt biking in the SE, much of it public. Look up Croom.
