You can direct light using white-painted objects. If windows exist, you can direct the light that hits the ground near them up to the ceiling inside the window by painting/placing stuff on the ground white. That may be a walkway, simply using white gravel, actually placing a panel, etc. If there's a building wall facing your outside a windows, painting that white will also help a great deal. It may not be a good solution depending on too many unknown factors about your shrine area.
For artificial lighting, spotlights/floodlights may be needed, if you need to keep the shrine area from being cluttered. Though the "grow" light colors tend to look butt ugly. Otherwise, any good lighting near the plants will work fine.
