Weak human beings like this used to be naturally selected out of the gene pool.
Thanks to "modernity" and "rescue" forces, we're seeing a level of dysgenics that shouldn't be naturally possible.
Anyone with a crippling disease (in this case, mental retardation) gets to reproduce, and taint the gene pool further, weakening society even more.
All of this degeneracy stacks up, and up, and up, until eventually, the few remaining strong individuals in society can no longer support the enormous snowball of obese, bloated, diseased, undernourished, myopic, mentally ill, disabled beings, and everything collapses.
It will be for the best though - as they say, everything in this world is in its rightful place.
