Statewide you need a License to hunt/fish. It's like $20 and you just show up anywhere vaguely outdoors-y to get it (there is no process besides the fee and signing some paper, don't know how involved it is down south). I've only hunted in SE, and in the Interior/South. In SE, you get 10 deer tags with your license. You can also have everyone in your family get some tags and toss em your way, aka $2/tag. In the Interior/South it seems like a lottery. More/less you can choose "odds" such that you always get a caribou, and almost always get a moose.
Natives have absolutely no restrictions on hunting/fishing/trapping, and can (and do, for great profit) kill whatever they want, whenever they want, to do with whatever they see fit ($$$)
