Hunters "help" the most because its the only way things can work. If we let things happen properly, by letting trained professionals manage wildlife populations, we wouldn't need hunters. But hunters would rather start a revolution than let their right to kill for recreation be taken away. Hunters are totally in control, they skew all wildlife management and they have lobbyists to push their agenda in government.
