It could be a bs fine to scare people into paying. Im a aussie and i got a "failure to compliance" fine in a private car park for not displaying a valid ticket. My ticket was litterally behind the windscreen where they placed the "fine" on top of it. There was no appeal system apart from a web page that i had to google and submit a request to. If i was old and not technologically inclined i would have though it was a real fine and thought i had to pay it.
The point im trying to make is these scare tactics are common and if a government does it, court is the only option. If theyre private, ignor it and change your number plate.
