I've been using a cheap hori-hori (soil knife) lately and it does a pretty good job in hard soils and in stony ones too. Mostly used for plant collecting (Chihuahua desert) but I've also used the saw edge to cut off a faulty underground power cable and conduit, seemed to handle it pretty well.
