Technically, while it's not required that you belong to a particular denomination of Christianity or any other religion, you do have to believe in something, as there are a bunch of religious awards you can receive, including Islam, Buddhism, etc. So you just can't be atheist in scouts. I think since reverence is a point of the scout law, they think belief in "a" God is absolutely essential in the development of morality or something. Religious involvement seems to differ from troop to troop, but I think the rules are in place because the highest ranking scouting officials rn are Mormon.
