That all the billing and reporting systems work fine was due to an impressive and comprehensive effort, I know, I was there, but even most of those system would have been jerry-rigged into daily functionality by resetting and purging records and just would have been a humiliating but manageable mess for 6 months afterward doing the same patches and updates.
But that things actual got done before the issue IS probably due to the hysteria making managers actually afraid of being caught off guard.
