It's a question for not just the State, or even the US, but the world. Why does development lead to obesity? Probably as simple as being able to eat more. Cultural differences will lead to different rates, but they are all slowly becoming more obese as time marches on.
If you mean why has WA gone to shit, it's because the State is stuck in a vicious cycle of wanting a larger tax base and straining infrastructure, leading to more tax. And the economy, like anywhere else, requires endless accelerating growth. Overcrowding leads to mental illness and bad behavior in humans, add policies foster it and you get WA.
