If you're /out/ of the city, you can buy or make a solar shower for pretty cheap. The cheapest ones to buy are just a black plastic bag with a hose that you leave in the sun for a while. If you want something with pressure, you can just wrap a cheap garden store pump sprayer in black tape.
A lot of state park/recreation areas can also be a place to nab a cheap/free shower. Public recreation areas by lakes and beaches usually have shower facilities. Sometimes they're coin operated or you have to pay a nominal day-use fee.
The other option is to just not shower as much. Get a metal bowl or plastic tub, a washcloth and a kettle of warm water. It's perfectly feasible to wash your whole body with less than a half gallon of water.
As for your hair, switch to a dry shampoo. There are plenty of recipes online for making your own out of things like baking soda, cornstarch, salt, etc.
Cornstarch and baking soda make a good anti-microbial/anti-fungal, odor absorbing body powder as well.
Also, stop using scented body products, because if you have to skip a few days showering they leave residue on your skin that can make you stink more. I just use plain white castile soap and unscented deoderant (not anti-perspirant, plain deodorant).
